Yes, You will need a G3 Qualified Plumber to look at the Tank and repair as necessary.

Presuming that's from an unvented Hot Water cylinder (UV)?
If so, as suggested, you need someone qualified to work on that stuff. If it is a UV, get someone qualified in to service the unit and point that pipework as an area of concern to them at the time.
