Relocation of Gas, Mains Water Pipes and Electric for Drive

We are looking to purchase a property that currently has no drive way as the house is set on a bank with the footpath and utilities running across the front. I have contacted the council re permision and a dropped curb and dont think there would be a problem. The utilities would however need lowering about 1.5 meters down to the new path level. Does anyone have any experience of the costs associated? I have tried contacting the companies who are happy to quote once we own the property (not that helpful!). Southern Gas has given an indication of around £700. A ball part figure / any feedback would be much appreciated - thankyou!

From what i understand the house is up on a higher level than the road and you want to drop the kerb and presumably dig out the bank creating a parking space? Does this involve a retaining wall as well because you need to work around that too.
 
What makes you think that a dropped kerb and cross over will affect your services?
You state utilities are in footpath at front of house. Depth of present services should be water 900, gas 600, electric 500, telecom 450 and cable 250
What makes you think they require lowering to 1500?.
