What is the best way to go about removing this bath downpipe connection and seal it up, so the wall can be made flat.

What is the connection to the exterior downspout like. Internally it can be just cut off but you will need to deal with the other end of it as well or you may cause yourself damp problems.

If that's a redundant boss connection on a plastic soil stack or downpipe, the easiest way to make it flush is to cut the boss adapter right back as tight to the main pipe as you can.

Once it's cut flush, clean up the edges and solvent weld a plastic blanking disc or a piece of plastic sheet right over the hole. Since you want the wall flat, you'll probably have to chisel a tiny bit of the brick/plaster out directly behind the pipe to give yourself enough clearance for the patch, but it's much easier than cutting out a whole section of the downpipe to install a slip coupler. Just make sure the solvent weld cures fully before anyone runs water above it!

The easiest way is to cut off the cast iron sticking through the wall and fit an expanding plug in the stub that's left. Then cover over.
