Remove Dent in Convector Heater.

The heater cannot be taken apart due to the nature of the fastenings. The heating element touches the metal that has been bent so it isn’t safe to use. I either need to remove the dent or dispose of the heater.

Advice please?

It doesn't need to be perfect. The main thing is to pull the metal back from the heating element.
 
Drill out those pop rivets and then after you have accessed the inside to straighten the dent, use short self-tapping screws to reassemble if no pop-rivet gun available. It's all very straight forward and easy work.
 
As said, remove the top.
A couple of strong boards on each side of the dent also covering some of the un dented portion
A series of G clamps pulling the boards together should squeeze the panel flat.

If you are lucky, you may be able to remove the dented panel once the top is off and simply push the dented out with a flat dolly
 
Even removing just that single screw nearest the dent might give you enough room to get your hand in to pull the dent out, that said it looks like a torx screw. Even so a single torx screwdriver is only a few pounds, might even strike like with pound shop or similar. But try a screwdriver or similar just to push it out first as per foxholes post, that'd more than likely work if not pretty.
