remove dried paint

I have a badly painted room - I mean paint literally splashed with bad edging finishes. As a result wall paint marks are on upvc window frame, door frame etc. That has been for years. How do I clean that dried wall paint?

Any solution that I can buy to remove paint marks?

Try very warm water..moiten a bit of rag and hold it over it for a while to see if it softens the paint films..failing that, meths might work on emulsion.
 
Try this i am sure either of them works for you.
Clean the area with a clean cloth to remove any dirt and debris.
Scrape away as much paint as possible with a sharp edge, such as a razor blade.
Remove any residual paint by applying nail polish remover with acetone and continuing to scrape until all of the paint is gone.
Rinse away excess paint with clean water.

Or

Apply a thin layer of paint on the wall and wash the wall with high pressure pumped water.
 
meths does work on emulsion, but you have to let it soak in and soften the paint. On PVC windows it will be easier as it is not absorbent.

Mix meths with washing up liquid to make it thicker
flop some kitchen roll wetted with it onto the paint

put cling-film over it to stop it evaporating and keep the roll in place

keep it moist by adding meths

leave it an hour or two and try rubbing it with a sponge moistened with the mixture

If you let it dry out it will go hard again

BTW things that you can take off, like light switches and doorknobs, the paint will come off if you give then a long hot soak in the sink or dishwasher. For metal objects you can use a plastic pan scourer as well
