Removing anaglypta/blown vinyl from ceiling

Hey team,

I've been reading through the forums but not had much luck finding suggestions on this one.

We've moved into a 1930s terraced house. The ceiling (from above the picture rail) of every room is papered with this bubbly anaglytpa/blown vinyl paper.

I'm wanting to remove it to paint the plaster but it's an absolute pain... have tried Diff, scoring with a Tiger/knife, steam, soaking. It's been painted over by the looks of things.

So two questions:
(a) would you agree it's anaglytpa or blown vinyl?
(b) any suggestions on removing it (or other ideas)?

It is a pain to get off, you need to persist with steaming and get under the paper. Score it then soak with water or steam and leave overnight. Consider boarding over and skimming for a more modern smooth finish, especially as the ceiling is likely to be cracked underneath.
