removing black jack bitument primer

I have removed some old flashband from a conservatory to replace and under the silver foil is a ' black jack bitument primer' which is used to adhere to the foil.

Does anyone please have have any tips to remove this or recommend any solvents as it falls outside the structure/frame of the replacement conservatory and looks hideous
 
White spirit should remove light deposits, stronger solvents may damage the roof .
