Removing border adhesive.

Any ideas on the removal of the adhesive used for what we think is the self-adhesive wallpaper borders? The border was put up about 8+ years ago by previous owner. Top layer of paper came off no problem using wallpaper remover and scraper but adhesive and a very thin coating of paper has resisted. Have tried scrapers, steamers, heat-guns etc but no joy. Do any of the professionals out there have a solution?
 
You can buy varius brands of 'sticky stuff remover' out there..

Its a wicked job shifting that stuff..I use really hot water and detergent, or proprietry wallpaper stripper..Zinseer do a good one.

I have also been told to try a strong solution of sugar soap and lots of elbow grease. Will have a go this weekend. If it wont come off, we will go for plan B- papering over with a thick paper (border is at ceiling level so wont be so noticeable). Thanks again.
