Removing concrete from old fence post.

I have replaced 5 1/2 fence panels and taken out the old wooden fence posts and installed concrete gravel boards and concrete fence posts.
I was going to leave the end wooden post as I thought it was ok but it is rotten too.
The old concrete is about 6 inches under ground and I can only get to 3 sides of it as it borders my neighbours drive.
I have managed to chip a couple of inches off with a lump hammer and bolster but I am not able to get any deeper.

I have seen a video where someone tied a strap around the concrete and used a car jack to lift it out but I cannot get right the way round the concrete and it is 6 inches under ground level.

Anyone have a good idea on how to get the concrete out?
