Removing emulsion from plasterboard walls

Hi,

I'm in the process of re-decorating a room that was originally painted and then papered. Removing the wallpaper took half the paint off as well. I have managed to scrape the majority of the remaining paint off but there are certain stubborn patches that won't come off without serious damage to the plasterboard/skim walls. I'm tempted to just leave these and hope it doesn't show up when I re-paint.

Has anyone any suggestions on how to remove this paint without damaging the wall. I was thinking of applying paint remover or using a heat gun but am not sure how effective this will be considering its emulsion paint.
