Removing old paint from plaster?

Hello folks, hope one of you can help me.

My wife and I were attempting to remove a border the previous owner has put up all round one of the bedrooms at ceiling height. Most of it's come off ok, but on one wall the paint has become rubbery and is peeling like wallpaper. We wondered if there's anyway of removing the paint without damaging the plaster underneath. If we try and sand it, it'll make a mess of the plaster and neither of us can think of any conventional means to get it off...

Any help will be greatly appreciated.

Your probably dealing with emulsion..paint stripper can soften it..but it takes a while.
