Removing paint from plastic sleeves

I have white plastic coverings over the plumbing pipes in my house and the last time the house was painted it was done a bit carelessly so now these sleeves have either emulsion or paint on them which has now yellowed and makes them look messy. This work was done 33 years ago so it's probably solvent-based stuff. Does anyone know if there's an easy way to remove the emulsion (or paint, I'm not sure which)?
