Removing Radiator and sink

Hello,
am looking to remove bathroom rad and sink in order to tile the walls.
Radiator:
Shut off main inlet valve (no TRV) and lockshield valve. Opened the bleed valve and left it for over 5 mins, and water keeps pouring out.
Question: Is the radiator not isolating due to a fault with either valve? What else could be the cause, and how can it be resolved? The system is open vented.
Bathroom sink:
It's old and the hot and cold pipes don't have isolating valves. Am I right in thinking the only way to remove the sink would be to shut water supply off at stop cock and drain down the whole system/house?

Any help/advice much appreciated.

1. What do you mean by the bleed valve?
1a. If its the small square headed screw at the top of the radiator, water should not come out after a few drops once the valves are shut. If water is coming out then one or both valves is either not fully closed or is defective.
1b. If it is a drain off point near the base of the radiator, then it is letting water out of the system and will not stop.
2. If you have a combi boiler, shutting off the cold mains stop valve should cut off both hot and cold after the water in the pipes has gone.
3. If you have an open vented or system boiler then:
3a. Use a bung to block the cold water outlet from the CWSC. If you can't do that, turn the mains off and drain the tank via bath / basin taps.
3b. Drain residual hot water (and cold if using a bung) from the bath / basin taps. Note. You don't have to drain the hot water tank, thhe hot water comes out of the top under pressure from the greater height of the CWSC.

1...yeah the small screw that usually lets air out of the radiator at the top
