Cut as much as you can away. I find the best way is a Stanley blade, not fitted to a knife. You can get it flat and cut almost all the silicone away. If you are reapplying then that should be enough. If you want it completely clean then you can buy silicone remover. Brush it on, leave it half an hour and silicone turns to mush. The remover only does a thin layer so you need to cut scrape as much as possible first.
