Removing Wallpaper Border

Hi - I want to get rid of this wallpaper border. It’s stuck quite well to the painted lining paper underneath and I’m worried about ruining the lining paper and then having to replace it.

I fear that using a steamer will also soften the lining paper. Or that using some fine filler to fill the hairline and then painting over it will still show.

Any ideas? Or is the only solution just trying to be as careful as possible with a steamer and re-lining if it goes wrong?

It is doomed to fail, unless the lining paper was installed as a continuous strip floor to ceiling, then the border applied over the top. You might be lucky, and get away with steaming it off, but then you would have clean off the lining paper of adhesive, where the border went, then repaint the entire wall.
 
OK, yes thought so… I want to repaint the entire wall anyway. Will try with the steamer and see what happens!
