Wallpaper Borders

I want to fix a wallpaper border halfway up a wall. The walls are covered with new unpainted lining paper which will eventually be painted in matt emulsion. I can't decide if it's better to emulsion the wall and apply the border afterwards, or whether to fix the border onto the unpainted lining paper and emulsion up to it. The borders are not pre-glued so I plan to use normal wallpaper paste but am concerned about leaving glue stains on the emulsioned area. What's the best way to do it?

Emulsion the walls first, then stick the border, then touch up emulsion IF required. Try to avoid getting paste on the walls though.

Sure you want a border? Bit 90s now.
