Rendering Blockwork

I had tiles on the front top area of my house which have now been removed.
under the tiles is breeze blocks,

Can this blockwork be rendered?
Will it be water tight?
Should anything be done to make the render key to the block work.

I'm not doing this my builders are I just want some info so that I can make sure they do it correctly.

Just so you’re aware; renovating a thermal element is subject to Building Regulations - Part L - conservation of fuel, power & energy. This may well apply to removing the hanging tiles & replacing with render if it’s more than 24% of the external element.

Getting caught out may give you problems with your LABC (it’s very visible work) & you may also be asked for a compliance certificate when you come to sell up. It may be worth checking with your LABC before going any further.
 
The rendered area will be no more than 10% of area of the house.

You should be able to render straight on to the exist block work no problem,
just make sure (if using sand/cement) that the mix is not too strong for the substrate , if using monocouche, render away
