When constructing external wall of extension and foundations:

How do you plaster/dash wall when it is flush with party wall, or is there a need to render/dash the lower portion of the newly built wall,that is the bit that remains below the party wall ?

Sewer pipe from 2nd floor toilet runs directly inline with the proposed new external wall on first floor then into main sewers at ground level. Does the sewer pipe need to be moved inside the line of the new foundations.
