rendering old garden wall

i've got to render a garden wall its damp and has had a thin re4nder many years ago mostly cement by the looks of it. i've scraped off what paint i can, some just peeled off,somes too stuborn to get off. can i stiil render over the the existing paint, maybe coating first with pva. and what sand cement ratio is best and what addative. any advice would be appreciated,cheers

have you tryed a jet wash to help clean it up
you can use a sbr slurry then top coat it
or use weber rend aid then ocr one coat sponged same as sand and cement render
or even use a coloured render like weber pral m ill be glad too show you the colour chart and diffrent finishes you can choose from
