Rendering on my newly purchased house

Appreciate any advice??

I bought a new house 11 months ago. I recently noticed that certain parts of the external rendering on the house were turning a grey colour from its original white. Tapping the area sounds hollow. After reading some recent threads it sounds like the rendering has 'blown.'

Can i assume this hasnt being applied correctly by the builder in the first place and it should be up to them to put right?
