Renewal roof terrace base

Done approx 20-25 years ago, smallish terrace (approx 7'x8') it's leaking and needs re-done. I set a couple of loose tiles two years ago and pointed round others. The tiles seemed to be adhesive on to plastic membrane (like damp proof membrane) but the adhesive was breaking up and I felt the terrace base was probably on borrowed time.

To some extent I can see underneath it (a void of around 500mm below). I can see damp on the ply around the middle of the terrace. The perimeter seems ok. So, it appears like- ply-membrane-adhesive-tiles with cement mortar.

I'm about to get a few estimates to renew it. I think it's probably best left to a professional but might be happy enough to tackle it if it could be done DIY. However I am mainly posting to get advice on how best to have it done.

I can't see any edges of the membrane so am currently not sure how water getting under the flashing isn't managing to penetrate through and leak, I can only imagine the membrane has been turned up at the edges.

Advice and ideas would be good as well as what would look good, thanks
