Renovating wooden stairs

I want to renovate our wooden stairs however I’m not sure the best way of doing it. I’ve attached a picture and as you can see its been stained or varnished. It has a number of marks and scratches and therefore I have a number of questions:

1. Is anyone able to tell what the varnish/stain coating is?

2. Can I just sand out the marks and scratches and then re varnish/stain or will I have to sand the whole stairs to get an even finish.

Looking at the style of stairs 70's - 80's so I'd hazard a guess that it's most likely to be a polyurethane varnish. As to revarnishing a full rub down may be the best course of action although if you ask on the decorating forum you may receive more detailed advice.
