Repairing or levelling

After being assured the floor would be levelled, my sister has had a kitchen installed, quite a small overall area of around 4m x 3m. Kitchen in ok as is upper tiling but seems the promised floor levelling wasn't done and basically the floor dips to the middle.

The tiler for the floor has requested that it be levelled before he fixes but now the kitchen is in, parts of which can't easily be removed without requiring the tops to be redone, it seems only a bodged level can be done. I'm thinking the floor only needs to be 'fairly' level and the tiler can make up an slight dips or runs. Is a repair to the main dip a viable option? Can a normal floor leveller type product (screwfix for example) be used for this or do I need a sand/cement mix and try and level as best I can prior the tiler doing his thing?
