Reparing rendered panels

The surface of the rendered and painted panels on the front of my house has crumbled in patches and the paint has flaked off. Otherwise the rendering is sound and not breaking away or cracked. Applying stabilising solution and masonry paint has left the surface patches still visible. How can I get back to a smooth surface? Options considered so far - use a masonry sanding disc on an angle grinder (could be hard work and may not be successful), or apply a thin skim of something over the entire panel (are there suitable products?).

you could sand-blast,with a pressure washer useing a sand suction attechment to draw sand from bag ,sand must be dry to get sucked the it will remove all loose and flaking paint and expose and fault in the render ;)
