Replaced double glazed units for new issue

I have replaced some double glazed units on a house. The lounge large window came out and a new unit went in perfectly. No issues.

Today I have started on the others and I have had an issue. I needed to cut the glazing tape out in order to get the units out. I reglazed with 4mm thick glazing tape and the new DG unit went in and the beads were floppy. It turns out I need to build out the tape by another 6mm. Got three units in and back tomorrow to do the last 4. It has been a bit of a head scratcher. I thought I have got the wrong thickness units at 28mm, but using my steel ruler the new units are the sane as the old at 28mm overall thiickness.

So my question is what has happened here ? Is it common to have this issue ? Has something happened to the beading ? These units are externally beaded as well, so good job it's been lovely weather today.
 
I would imagine the beads haven't located properly, 10mm of tape doesn't sound right at all, tell tale sign is the mitres look awful
