Replacement lighting for large hall

Hi,
Our church hall has 14 single 6ft fluorescent fittings attached to the ceiling to light it. The tubes all need replacing as they are black at the ends and the light output is not too good.
I'd like to replace them all with some sort of light that comes on instantly, is cheap to run and has a long life.
It would be good if they were strong enough to survive being hit me a football or similar (the existing fittings are no use in this regard)
Any ideas?

LEDs if the initial budget will stand it. Otherwise high frequency fluoros.

Consider putting at least some of the fittings on dimmers if the hall is used for dramatic purposes.

Wire guards either part of the fittings or attached over them to protect against balls
