Not something I've heard of before. Do you know the make/model of your tap?
Not heard of those terms either, but Sottini is associated with Ideal Standard.
At a guess I'd say the sales-geezer may have been making up words! A monoblock tap is one where hot and cold come out of the single spout, and fits a single hole basin (very popular nowadays). An 'open outlet' may be their term for the seperate hot and cold taps.
Thus a 'mono cartridge' will fit a monoblock tap.
