My plumber told me he would need to get an electrician to install a local RCD unit if he was to replace the shower. Is this really the case considering that I have recently replaced my old fuse box with an up to date RCD consumer unit?

do you have any spare "ways" in your new CU? Maybe you are going from a electrically pumped shower to an electrically heated shower and do not have the required new "way" to install the required MCB

No - I would be replacing like-for-like with an updated version of the shower (ie. not electrically heated).
Thanks for your responses.
