replacing a radiator with a towel rail

i want to replace a radiator with a towel rail, the pipe centres are different, do you refit the thermostat to one side or do towel rails not have any,in which case could i cut the existing pipes which are 10mm and fit 15mm pipe to connect to rail , are the connections on the rail at the bottom rather on the side of rail
 
They just have 2 lockshields.

Yes you can cut the 10mm pipe, connect in 15mm and connect up.

Depends on the towel rad on where the connections are.
 
i always use chrome on towel rails finishes it off.
