Replacing old CU

Hi. I have been out of electrics for about 8 years, did 15th edition then 16th update, then buggered up my knees and got out. My mate has just bought a house and is having a new kitchen installed with a new Electric oven (previously it was gas), CU is full (Wylex) so he has asked me to replace it with a split load, not a problem. I am going to check the bonding etc and upgrade if necessary. What are the regs, Part P etc about replacing the CU. I have all my 15th edition certificates etc. so am able to do the job, but I cannot test it as I do not have all the kit. If I notify BC will they sort it out. Any help would be appreciated.
