Repointing with Lime

I've started contemplating repointing the back two walls of our home. I am using hydraulic lime to replace mostly lime mortar.

My question is how best to rake out the old lime?

I have been given differing views from different people, one is simply to use a plugging chisel and rake it out by hand. The other is to use an SDS drill with a scutch attachment.

Has anyone done this and what did they use?

I am planning to do small areas at a time as I am unable to do it all in one go, does this pose any issue?

Thanks, think I will got for the plugging chisel route, can always invest in a SDS later. Will try and find a small thin one if such a thing is possible.
