Requirements for boarding a ceiling

Some acquaintances have asked me to strip the pine cladding from their kitchen ceiling and replace with new.

There is no pb or indeed anything above the existing pine (except upstairs' joists of course!).

The room above is the toilet.

In addition, they wish to deaden the sound from the toilet by insulating the ceiling before re-doing new pine cladding.

Am I right in thinking that building regs require pb or similar to act as a fire break in ceilings?

What combination of materials would you sugget to do a proper job?

If you apply another layer of pine that should deaden plenty of sound.
