reset homepage for Windows 7 Help and Support

I've just bought an HP laptop for my 86 year-old father-in-law - he was complaining that his old XP laptop is too slow for modern websites. It has HP's installation of Windows 7 Home Premium but was taking minutes to boot up, so I cleared out as much I could of the non-Microsoft software/adware/junk that HP think to add 'value' to their laptops. The computer now boots up quicker. On the assumption that the HP Documentation would mainly refer to the software I had deleted, I deleted that too. The new laptop now boots up as quickly as his 10-year-old XP laptop (about 1 minute to a full desktop). Unfortunately, this has left a broken link for the 'Help and Support' homepage.

Where should I reset the homepage for 'Help and Support' and what value should it have for a clean Microsoft installation?
