rest bend at bottom of soil stack

Hi,

If I have a standard 90 degree rest bend at the bottom of a soil stack, and that feeds in to an inspection cover 4 metres away, does that rest bend constitute a change of direction that requires a rodding access of some kind?

If it is below ground yes, it the bend is above geound the fit a access branch.
 
change of direction refers to the horizontal drains - you can rod 4 metres back from the manhole with 4 drain rods ( 5 will get round the bend and up the stack) so I would say no, it`s fine
