Restraint strap not attached

After lifting the water damaged floor in my shower room I've noticed that there is a restraint strap that is not attached.

The joists have been notched to accommadate it but it was never attached to the joists.

The house is roughly 20 years old.

Should I screw the strap to the joists now whilst I've got the floor up?

You need noggin and packing at the ends for the straps to be effective.
