restrictor elbow allowed outside?

hi chaps, is there any regulations that state that a restrictor elbow cant be put outside? Ive been to a job, woman wants a balanced flue fire changed, gas pipe runs externally in 15mm to a restrictor elbow, then sleaved through in 8mm to back of fire. first restrictor ive ever seen outside? thanks in advance

Dont know if its against the regs but i would say its a no no (to easy to tamper with) The new fire might have a restrictor elbow connection and you may be able to do away with the external one.
 
Seen it done (and weather doesn`t affect them) and it would be classed as NCS .


As the reg say appliance isolation must be accesible and be beside appliance having to go outside to isolate appliance would mean its not beside it.
