There are no regulations which would require or even suggest such a thing.The comment about an RCD bypass is because I have seen installations (admittedly another country), old and new, having such a bypass switch next to the RCD on the consumer unit. Maybe it is some kind of regulation and they are obliged to offer it?
Rather more likely is that those installing it were idiots who would rather bypass a safety device instead of fixing the fault.
The same idiots that would use an old nail instead of fuse wire, shove bare wires into sockets rather than fit the correct plug, and use electrical appliances with extension cord in a swimming pool.
