The alternative CPC should be routed differently to the prime CPC to avoid both being damaged by one accident to a cable.

it is the protective function that gives it "high integrity" ie two earth terminals for the socket and two separate paths to the dist board and utilising two separate earth terminals in the dist board because of the dumping to earth of the filters making the chassis potentially lethal if cpc is lost.
Gives you a dual chance so to speak
A bit of intended "leakage" (Deliberate dumping) could cause "health " problems if earthing is lost
