It applies to everything. You do not read it correctly.

It says (precis)

an OPD (for a ring spur, this is the fuse in the plug or FCU)
may be placed anywhere on the smaller conductor as long as it fulfils at least ONE of the following conditions - only ONE required, not both.

(i) It is protected against fault current (by the 30/32A OPD).
OR
(ii) Its length does not exceed 3m and a few conditions related to fire.

So, IF it is protected against fault current then the length is irrelevant.
