I think the best course of action is to ask an electrician to sort it out. As you can tell from the discussion that's come about, it's quite a complex topic and there's a lot of variables to take into consideration. One can't simply say "use this cable and this MCB". If you still have a blazing desire to finish this yourself, that's a fair bit you need to read about circuit design. Probably from BS:7671 and the on-site guide, as website explaining it tend to be a bit crap. It's not entirely certain what circuit you have the moment but it's almost certain that it's a candidate for burning your house down. Assuming you survive the resulting conflagration, the embarrassment is a little tough to live down.
Get the stupid, ignorant, dangerous fool who did that, which was illegal and has put your life at risk, back, and demand that he puts it right. You should not have to put right the mess that the cretin left behind for you.
You should also contact Trading Standards - the guy needs to be stopped before someone dies as a result of his monumental incompetence. And if he worked for, or was subcontracted by, the builder you should report him too. If he or they won't come and fix their mistakes then you might like to consider legal action against him.
Building Control might also be interested - if he is going around falsifying official documents he might have left a trail of disasters in his wake that they should know about.
Please do not let this go - the guy who did the electrics in your extension is a menace - he should not be allowed anywhere near any wiring work.
