Ripped Breathable Membrane

Hello while I was in the loft last night, I notice a 4 inch long tear in the breathable underlay that had been laid a few years back. What is the best way to patch/tape this up. Can it be done on the inside with a Permo TR tape or something like that. The roof is sound and there appears to be no leaks.
