Has anyone fitted one this towel rails to a roca vanity? Seems a strange design as would need to use packers to wedge the other side of the basin up to level it.

Just notch the top of the cabinet so the rail hook sits flat, then seal it.

Yep .... done it twice .... Wholesale Domestic (amongst others) have loads like that. Nice sharp chisel/stanley does it.
