Rockwell slabs and cable location

I have a small flat roof extension in my kitchen with currently no ceiling. at the moment whilst I cable up, the joists are 5in high and the rockwool slabs are about 4.5in
Is it advisable to put the cables above the rock wall slabs in the air gap ?

Yes install them in the free space.
If you put cables in the rock wool you will need to derate the cable, perhaps install bigger ones.
