i would agree with do-it-all - maybe stick your boiler on and then put a glass of water under the open vent to see if it sucks the water up...
you say there is a distance of 2 meters between the f & e tank and the pump??? i thought it should be minimum of 3 meters... so that may be the issue... but i am a rookie when it comes to fault finding!!!
