Roof tiles lifting?

Hi all,

I’ve put an offer in on a house but have noticed that some of the tiles at one sides of the roof appear to be lifting a bit (see image below). I wondered whether anyone knew what might be causing this and if it’s likely to be a major concern? It looks like quite a new roof.

I should imagine its due to the lead soakers fixed between the chimney and tiles to prevent leakage.

Missing or poorly fitted CDR s ( copper disc rivets)
These would have Held the slate tight .
