Roofer saying that joists need to be changed?

Hi all,

My roofer has stripped my roof and said that the joists (let alone the deck) needs to be replaced.

When exposing the roof, there was some Weetabix like stuff that the roofer said was chipboard that should have never been used to begin with.

I have attached a photo of the joists below. There is also a second photo of a removed joist that I have poked with a screwdriver that feels solid. Is it true that the joists are beyond salvaging?

The joists look fine to me.

OP,
The white wispy strands in your second pic are fungus indications that could be dry rot?
Why did your flat roof leak - did it have a min fall?

There was suddenly a small hole in the plasterboard after a rainy week letting a small amount of water in which then stopped after awhile and did not let more water in in subsequent rain. We moved into this house a couple of years ago and have been told that the flat roof came with the original building built in the 70s, so almost 50 year old.

I think the white stuff is insulation bits that stuck on there.

Looks OK, nothing a clean and anti mould treatment wouldn't sort out.

The white wispy strands in your second pic are fungus indications that could be dry rot?

I thought that too, but zooming in, it looks like insulation.

those joists look solid, the "weetabix" like stuff was probably OSB , nothing wrong with OSB but its not keen on standing out in the rain.
what is your "roofer" saying he as to do to put right...as he, or could he offe a written spec for what he is going to do...or is it a strip-rip (as in rip-off) and scarper!!
