Roofing membrane problems

I have recently moved into a new house with breathable roof membrane draped over rafters. We are in a windy location and the membrane creates flapping noises in moderate wind, and positively booms in gales. Does anyone know of an in situ, cure for this problem?

You can probably take the gutter off and see in, maybe you can put some kind of eaves strip on to stop the wind getting in. Our roofers are doing it now and just stapling it on, so I'll be interested to know how they deal with the slack
 
Thanks for the suggestion. I had thought of something along those lines, maybe a thin foam strip to block the wind, but not sure where it gets in.
