Roughcasting a chimney

I am currently getting my house roughcasted by a local company that came very highly recommanded. They are almost finished and have done a great job, however, they have not roughcasted they chimney stack.

When I asked if they were going to do it they said no as it wasn't included in the original quote. When I questioned this, they said the chimney is classed as roof work and therefore separate.

Is this always the case (standard throughout the industry) or am I being fleeced, because they don't want to put scaffolding up again?

are you talking about a chimney stack set away from any outside wall eg on the ridge between two semi's?
if so then it would have to be specifically mentioned, and included in any quote or contract.

outside chimney breasts that run up say a gable wall with a top stack should also be discussed in any quote.

Thanks. The house is a detached but the chimney stack sits on the roof. It is not flush with the chimney breast that run up the gable end. It is maybe a foot in from the gable end.
