Routine repair and maintnance

Can anyone guide me to the legislation or where in the building regulations documents I can find a reference to the fact that routine repairs and maintenance arent subject to building control approval?

The b/regs tell you what is controlled work, and not what isn't
 
This is what West Dorset DC says:

General repairs and maintenance
Repair works are not normally covered by the regulations and will not normally require a Building
Regulations application to be made. 'Repair' is not specifically defined in the regulations but is
usually interpreted as 'replacement, redecoration, routine maintenance and making good', but
not 'new work' or 'alteration'.
