rubber cables (no earth)

im installing 3 new circuits back to ex c/u,and upgrading gas and water for new extension.Anyway the builder has taken down a ceiling in the house and exposed a lot of live rubber cables doing exsisting lighting,any advice on how to tell owners that this is not good enough let alone not safe.Also there is no rubber cables in c/u just the the correct size t/e.

Best way to show a customer that an installation is not up to standard, is to complete a Periodic Inspection. Mention the rubber cable and missing CPC and offer to do a PIR.
 
Good advice, then if the all knowlegable customer feels that your tellin professional porkys she can take your report to someone more godlike than yourself for a second opinion, but i have always found in the past if you present them with a nice shiny certificate filled with such words as unsatisfactory and unsafe wiring they tend to beleive you.
 
Any idea where the joint between PVC and VIR is? If you can show them whats been done and while it looks alright from one point, its rubbish from others?


Any class one fittings unearthed? or any evidence of it turning to dust in accessories and likely to break down and flash over, then issue a dangerous condition notification form

Just tell them.

It's old, dangerous, probably should have been replaced 40 odd years ago.

Tell them exactly what's wrong.

Explain to them with the ceilings removed now is the time to do the work. If there was ever a golden opportunity to replace the wiring, this is it.
